1.0. Introduction
Iskandar development Region (IDR) was launched as a national mega development project early this year. The intended impact is to upgrade quality of living, economical and social progression through technological advancement supported by Research and Development activities.
In IDR Energy Efficient Buildings was identified as one of the criteria in ensuring Liveable Communities to achieve Social and Holistic Development. One of a key goal for IDR development is to create liveable communities that are active, comprehensive, safe, well managed, sensitive to the environment, well-designed and built and well connected. The key direction is to explore possibilities of integrating Renewable Energy & Energy Efficiency technologies in building design.

One of the areas identified for the development within IDR is Nusajaya Southern Industrial and Logistics Clusters or SiLC which is envisioned to be the latest key development in the region for the advanced technology industrial community encompassing major players, supporting industries, researchers, regulatory bodies and other related parties. SiLC also proffers prospects and expansion for nutrition and health, and logistics industries. The 1,300 acres industrial park will be focused on developing the value chains of integrated “clean” industrial clusters of three major areas – Advanced technologies, Nutrition and Health Industries and Logistics.

SiLC will be a singular industrial zone with a unique green industrial park concept that meets the current demand for environmentally sustainable development that complements the economy and quality of life. Building on a foundation of business support for its industrial community, SiLC augments its efforts with serviced lots, ready-for-operations factories, Science and R & D parks, a business centre, training centres, street CCTV surveillance, guardhouses at entry and exit checkpoints, residential communities and workers housing.
On the other hand, In RM-9 (2006-2010) the government of Malaysia clearly mentioned that: “Sumber tenaga baru seperti suria dan angin akan dibangunkan dengan penekanan terhadap penggunaan teknologi yang berkesan kos serta pengukuhan bina upaya. Sehubungan ini, usaha akan diambil untuk menyelaraskan aktiviti R&D yang dijalankan oleh pelbagai pusat penyelidikan berkaitan tenaga”. “Pelaksanaan program kecekapan tenaga (EE) akan ditumpukan kepada ciri penjimatan tenaga dalam sektor industri dan komersil”
